  • Interregional Development Cooperation : A Focus on the EU and Latin America

    • Since the end of the Cold War, regional cooperation and strengthened interregional relations have become a key foreign policy objective on the European Union’s (EU) foreign policy agenda and a preferential platform in its general development policy. When it comes to Latin America, despite being the leading donor of development aid to the region, Latin America has always taken a rather marginal position in the EU’s interregional development cooperation. Yet, the interregional development cooperation that currently exists between the two regions is of a rather complex nature since Latin American states do not represent one single regional organisation. Instead, the EU’s interregional cooperation takes place at both regional and sub-regional levels, and besides channelling development assistance to those two levels, EU financial aid is also distributed bilaterally to individual states of the region. The study at hand aims at exploring the nature of EU interregional development cooperation with Latin America by looking at its constituent levels. Is there a regional dimension in the EU’s development assistance to Latin American states and can the Union’s support for regional cooperation be considered a significant thread in its development activities in Latin America? Among the three levels involved in EU-Latin America development cooperation – the bilateral, sub-regional and regional one – is any of them more dominant than the others?

  • Commissioning the University of Excellence Swedish research policy and new public research funding programmes

    • In many countries, current research policy is dominated by managerialism and excellence, manifesting the aim of making universities into national strategic assets in the globally competitive knowledge economy. This article discusses these policy trends and their mirror in recent developments in public funding for academic research, with special attention to Sweden. A review of the language in three consecutive Swedish governmental research bills from the past 10 years shows a clear policy shift towards the promotion of excellence and strategic priority on the level of higher education institutions. Reforms to the funding system, especially the launch of specific strategic excellence funding programmes, are introduced to put the policy in practice. While the policy shift itself might be discursive, the changes to the funding system clearly show a determination on behalf of the Swedish government to increase strategic profiling and the pursuit of excellence in research on behalf of universities. © 2012 Copyright Taylor and Francis Group, LLC.

  • From policy to practice : : Roma education in Albania and Sweden

    • This paper aims to make a contribution to recentering practice- and practitioner-oriented issues in Roma education studies. Gaps can be observed today between conditions of educational work in practice and the ways education is understood in mainstream academic discussions, compounded by the fact that educational workers in the field have limited access to academic environments. Also, as a subject dealing with minorities, education for Roma and Roma communities tends to occupy a marginal position in academic departments of Education. Inversely, in Roma studies, focus often lies on culture or history, and education is mainly considered through the lens of identity. This means that many important experiences in Roma educational work remain silent, and significant aspects of practices are not sufficiently shared across contexts. In this paper, experiences from education projects in Albania and Sweden are presented and considered against the background of Roma education policies in these countries generally. An analysis is made of the ways these projects directly or indirectly connect to local academic structures. Finally, suggestions are made of potential strategies for developing practice- and practitioner-driven research in this area, to make relevant experiences more accessible across linguistic and national borders.

  • Living the green city : Freiburg’s Solarsiedlung between narratives and practices of urban sustainable development

    • The solar settlement (Solarsiedlung) in Freiburg, Germany, has been widely hailed as an eco-city or green city neighbourhood and a blueprint for sustainable urban development. However, as there is a noticeable lack of critical analysis of what constitutes Solarsiedlung as an “eco-city”, this paper studies narratives and practices of sustainable urban development. First, we look at Solarsiedlung as a best-practice model – a narrative that was produced and perpetuated by architects, urban planners, investors and academics celebrating this neighbourhood as a technologically leapfrogging, economically sound and socially integrated project. Second, we explore the everyday practices and lived experience of the residents in Solarsiedlung. Bringing together these two perspectives, we contribute to a more comprehensive understanding and critical reading of the interplay between the ecological, economic and social dimensions of sustainable development as seen from different viewpoints. Findings indicate that Solarsiedlung as a best-practice model is embedded in growth-oriented neoliberal strategies that are in conflict with the everyday practices and lived experience of the residents. Our findings put into question the widely assumed transferability of best-practice models in sustainable urban development.

  • Consumer behaviour and demand response of tourists to climate change

    • The influence of climate change on tourism demand patterns will be shaped by the response of tourists to the complexity of mitigation policy anti its impacts on transportation systems, the wide range of climate change impacts on destinations, as well as broader impacts on society and economic development. Tourists have the largest adaptive capacity of elements within the tourism system because of their flexibility to substitute the place, timing and type of holiday, even at very short notice. Consequently, understanding tourist perceptions and reactions to the impacts of climate change is essential to anticipating the potential geographic and seasonal shifts in tourism demand, as well as the decline or increase of specific tourism markets. Yet, despite a wide range of publications assessing reactions of tourists to various environmental and climate-related changes, little is actually known about the complexity of demand responses. The paper reviews and discusses existing studies, and provides a framework for a better understanding of perceptions of change, as well as identifying major current uncertainties and research needs.

    • Forests are an important store of carbon within the global carbon cycle and increasinglyplay a role in climate change adaptation and mitigation. The review illustrates that thecultural, economic and environmental services of forests that are utilized for tourismand recreation are being affected by climate change. In addition to the changes to thedistribution and composition of forests as a result of climate change, forest tourism isalso affected by changes in frequency and intensity of fires, storm damage and theintroduction of alien species. On examining the relevant literature on forests, tourismand climate change, the review identifies the need for a greater understanding oftourist perception of forest change as a major research task. There is also a need forbetter understanding of systemic effects of tourism-related climate change adaptationand mitigation policies on forest conservation and deforestation. The need for furtherresearch of urban forests and woodlands for climate change adaptation and mitigationand their potential implications for tourism and leisure is also highlighted.
