    • In various parts of the world, and throughout the twentieth century, the transition from conflict to peace has led to the repatriation of exiles to their countries of origin (Coles 1985). Over recent decades, increases in the world's refugee and asylum-seeking populations have led to an increase in the number of people going back to their countries of origin at the end of war and conflict.1 The visibility of such moves is also growing. The laws of migration are such that every outward movement generates a back flow and there is research which suggests that this might be proportional, varying with flows of different magnitude and under different circumstances. This logic means that increases in returns from coercive war-related migration will also be associated with earlier increases in outward movements.

    • This introductory chapter presents the main theme of the volume: the perceived dilemmas in pursuing IWRM in a transboundary context. The chapter discusses the IWRM approach and its package of progressive values and practices that focus on integration and participation and contrast it to transboundary politics and its tendency to remain within a state logic that emphasises sovereignty and national interests. In order to realise sustainable, efficient and inclusive water management, the chapter argues that it is essential to recognise and visualise power asymmetries and politics in regional water politics. Based on this assumption – that politics matter – the chapter contends that there is a need to explore how the perceived dichotomy between the interests of state sovereignty and (progressive) transboundary water management is played out in the Mekong River Basin. Together with its 50-year history of institutionalised cooperation and the river basin’s significance in terms of supporting local livelihoods and its contribution to the region’s national economies, the case is of paramount importance and interest. The disputed results and uncertain future in the region illustrate the complexity of achieving efficient, equitable and ecologically sustainable water management in a competitive international system. It thus makes up an excellent case study to illuminate the politics of IWRM in a transboundary setting. The different chapters of the volume, which are set to unpack, scrutinise, and illuminate the politics of the Lancang-Mekong Basin, are introduced at the end of the chapter. This section thus indicates some of the possible ways forward, challenges, dilemmas and incompatibilities in sustainable water management in the region which will be dealt with in more depth throughout the book.

    • It is now beyond doubt that attention to the ‘security—development nexus’ has become commonplace in national and global policymaking. However, how ‘the nexus’ is differently imbued with meaning and ultimately employed remains underexplored. In this article, we suggest a possible framework for mapping the multiple understandings that underlie specific articulations of ‘the nexus’ in order to reveal the ways in which meaning may shift in different (yet seemingly similar) discourses. To this end, we draw upon familiar stories about ‘development’ and ‘security’, and we offer a brief reading of ways in which ‘the nexus’ is articulated in policy texts. Ultimately, this framework may hint at what such articulations may imply for the policy agenda.

    • The coincidence of the 'third wave of democratization' and the vanishing Cold War seemed in the early 1990s to pave the way for a global democratization. But there are pockets of resistance and backlashes. Southeast Asia has been labelled as the region in the world most resilient to democracy. The Southeast Asian challenge to liberal democracy has been articulated as an ideology superior to liberal democracy, often labelled 'Asian Values'. The debate on Asian Values has now been going on for a number of years and while it initially was merely mused over in non-Asian environments, it is a definite possibility that real political consequences are emerging. The political violence in Cambodia is in this article utilized as a test case on whether the high tolerance towards authoritarianism among the ASEAN countries has paved the way for Cambodia returning to authoritarianism. Was the power grab in Cambodia the first in a second wave of authoritarianism in Asia? On a structural level, circumstances abound that the events of 5-6 July 1997 in Cambodia are related to an authoritarian build-up in the Pacific Asia. The relationship between a general acceptance of soft authoritarianism in Southeast Asia and the current development in Cambodia is too important to be ignored. The focus is on two partly related possible connections between Asian Values and Cambodian politics, collected under the headings of 'In search for a political programme' and 'Regional responses?'. We try to establish the structural reliance from the side of Cambodia vis-agrave-vis the East Asian region in general and ASEAN in particular, both in terms of power politics and in terms of political ideas.
