  • Preventing and Preparing for Disasters – The Role of a Swedish Local Emergent Citizen Group

    • Disasters such as the storms that affected Sweden in 2005 and 2007 showed that citizens initially conducted a large part of the disaster response, such as clearing roads, giving psychosocial support to affected neighbours and repairing power lines in collaboration with power companies. As a result of these storms, an Emergent Citizen Group (ECG) was established in a village which continued to work on risk prevention, even after the event. The aim of this paper is to describe and analyse this local emergent citizen group’s continuing work on the prevention of local risk and vulnerability, and particularly, their work on flood prevention. The results indicate that authorities seldom understand the ECG’s concerns about risks. Authorities also lack the experience and capacity to collaborate with, and support, the ECG’s risk and vulnerability reduction work. Bureaucratic barriers and declining motivation among volunteers within the ECGs could undermine commitment to the prevention of risks.

    • Denna rapport syftar till att sammanfatta drifterfarenheterna från Stommens biogasanläggning. Om man önskar gå djupare ned i någon av detaljerna kring anläggningen så finns originalrapporter som behandlar bland annat byggnationen inklusive tekniska specifikationer samt laborationsförsök, motorförsök och drifterfarenheter de första tio åren tillgängliga på Internet: http://www.bioquest.se/ Nils Liljerups entusiasm rörande sin biogasanläggning och hans intresse att försöka dra erfarenheter från driften har möjliggjort denna studie. Dels har han villigt delat med sig av det material som han samlat in i alla år, dels har han tagit sig tid att sitta ned och prata om hur anläggningen fungerat. I och med att åren gått har även sonen Erik deltagit i driften av anläggningen. Nils fru Kerstin skall heller inte glömmas bort, hon har levt mitt i alla experiment, problem och succéer genom åren. De är de sanna experterna på biogas – stort tack för all hjälp!

  • Integrating a national risk assessment into a disaster risk management system : Process and practice

    • The national risk assessment (NRA) has recently become a very important component in a country's disaster risk management (DRM) system. The NRA aims to identify threats and hazards that could affect the entire country, and assess their potential likelihood and impacts from a national perspective. Compared to other DRM activities, NRA work is comparatively new, and is often a response to an external demand. For instance, in the European Union (EU), most member states initiated their NRA process in response to a EU directive. This article investigates how the requirement to conduct a NRA has influenced an existing DRM system, taking the case of Sweden as a study case. Specifically, it examines how the NRA process has been integrated into the multi-stakeholder, multi-level, bottom-up Swedish DRM system. Empirical data were collected through 21 semi-structured interviews with representatives from 13 national authorities, supplemented by Swedish and EU documentation. The results were analyzed following the ISO 31000 risk assessment process. The findings provide an indication of how NRA work has been integrated into ongoing DRM activities, and the level of integration. The results also indicate the extent of stakeholder involvement in the NRA process, the quality of DRM information communication among stakeholders, how the NRA has been implemented in the Swedish context, and the potential to expand the NRA worldwide.

  • Collaborative learning in mobile work

    • Moving towards more communication intensive organisations, where work tends to be mobile, understanding how to support learning in such work becomes increasingly important. This paper reports on a study of a customer relations team, where work is performed co-located, distributed as well as mobile. Collaborative learning within in this team is explored so as to inform the design of IT support. In the results four instances of collaborative learning important in the studied team were identified: walking into collaborative learning, travelling to meetings, articulating practice and sharing without articulating. These issues are discussed and how they affect the design of collaborative learning activities for mobile knowledge workers.

    • This paper examines how institutional factors influence developments in the field of Mobility as a Service(MaaS). We draw upon neo-institutional theory in order to describe drivers and barriers of MaaS developmentsin Sweden and Finland. By analyzing similarities and differences across the cases, we identify a set ofgeneral implications for MaaS policymakers and practitioners. Developments in Finland demonstrate theimportance of top-level support, of inter-organizational collaboration and of trust among key stakeholders.The Swedish case reiterates the need for inter-sectorial collaboration, particularly with regard to creating theright conditions for commercialization, and to involving stakeholders on both strategic and operational levelsof the transport sector in developing the vision for MaaS. Lastly, we also assess the utility of the appliedtheoretical framework, and comment on the necessity of recognizing that both practice-based and structuralchanges are needed in order to facilitate institutional change.

  • Supply and demand chain integration: : A case study conducted in the packaging industry

    • The purpose of this work was to study the packaging supplier and the integration of integrating packaging suppliers into the supply and demand chain (SDC). The packaging industry has been analyzed using a structured market analysis, and the companies studied have been positioned in an integration model for packaging suppliers. In addition, case studies were conducted to study the development of the packaging industry and its integration within the SDC in the Scandinavian region.The analysis shows that there are gaps in the business relations between the packaging companies studied and the SDC. Most of the packaging suppliers were not integrated into the SDC. Valuable information, available in the network, seldom reaches the packaging supplier who holds the knowledge necessary to create and offer innovative packaging solutions.The article provides an empirical exploration into the field of packaging, logistics and SDC integration and an original conceptual framework that could serve as a theoretical framework for future research work applied in the packaging industry and an interesting business model to the increase understanding of packaging supply chain integration.

  • The use of concepts related to sustainable development in political and strategic documents

    • The Horizon 2020 project Green.eu, as part of the process of building and activating the Innovation for Sustainable Development Network, is undertaking work on clarifying the (operational) meaning of concepts related to sustainable development, green economy, and eco-innovation in different parts of the world, for different stakeholders and in different contexts. This paper is a first attempt to explore how these concepts are used in policy- and strategy-setting contexts, in the expectation that better understanding of commonalties and differences will improve stakeholders’ ability to identify opportunities and mechanisms for collaboration in practice.This analysis explores this situation through a review of documents produced by different stakeholders in different geographies and contexts, applying a consistent framework to make the conceptual content of a range of policy- and strategy-oriented documents comparable. The framework uses Sustainable Development as the central concept around which political objectives, strategies, processes for change, domains for action, and other related concepts are organized.Among broad Strategies for sustainable development, Low-Carbon Economy has been the most prevalent, and has the deepest connections to the other strategies. Likewise, in terms of political objectives, climate protection was strongly associated with all the strategies, confirming the apparent link between Low-Carbon Economy and the others. Ecosystem conservation was nearly as prevalent. Taken together, this suggests that the environmental dimension of sustainability is the most important commonality across different strategies.In terms of overall emphasis on purely economic objectives, no meaningful split is evident between the developed and developing worlds, with poorer countries and richer countries giving economics an equally prominent role in sustainable development. In a keyword-based analysis of international stakeholders, the European Union put more relative emphasis on development as compared to growth than any other stakeholder group.Developing measurement and metrics for sustainability was more than twice as important as any other process for change in the set of ‘global’ documents reviewed. This appears to be an area where global collaboration is widely expected to add value. In a comparison of international stakeholder groups, business emphasized governance, responsibility, and supply chain management, while civil society emphasized partnership and fossil fuel substitution more than other stakeholders.The domains for action based on ‘natural assets’ (land use-agriculture-marine/fisheries/aquaculture-forestry-water) were considered almost universally relevant to sustainable development. Energy is unsurprisingly central to many of the documents: only water received comparable priority as a domain for action.Overall the EU and Brazil seem to have the most similar approach to sustainable development as that which is visible in the ‘Global’ documents. The poorest countries included in the review appear to be the most conceptually isolated, with no obviously strong links (even to each other).
